Strategic Advice for a Changing World

Practical, internationally informed support for governments, organisations and communities

I help governments, development organisations, businesses and communities address complex waste-management and circular-economy challenges.

Drawing on more than 30 years of global experience across government, industry, academia and international development, I provide strategic advice that is practical, locally appropriate and focused on implementation.

My particular areas of expertise include islands and remote regions, emerging economies, waste policy and regulation, Extended Producer Responsibility, international programme development, education and professional capacity building.

Waste Costs Money. Circular Economy Practice Creates Value.

Every tonne of waste represents something that has been bought, transported, handled, stored and ultimately paid for again to be discarded.

Great waste and circular economy practice is therefore not simply about environmental responsibility. It is about reducing costs, recovering value, strengthening organisations and creating more resilient economies and communities.

The Business Case

Better management of materials and resources can deliver real commercial benefits:

  • Reduce costs by preventing waste and cutting purchasing, handling and disposal expenditure.

  • Recover value from materials, equipment and products that might otherwise be discarded.

  • Improve productivity by identifying inefficient use of materials and resources.

  • Create new revenue opportunities through reuse, repair, refurbishment, recycling and innovative circular business models.

  • Reduce regulatory and financial risk as governments strengthen waste, packaging and producer-responsibility requirements.

  • Build supply-chain resilience by reducing dependence on virgin materials and vulnerable supply chains.

  • Strengthen competitiveness as customers, investors and procurement organisations increasingly expect credible environmental performance.

  • Drive innovation by redesigning products, services and systems around efficiency, durability and resource productivity.

The Economic Opportunity

At a wider level, the circular economy is about keeping economic value within the economy rather than paying to throw it away.

Better resource management can stimulate local enterprise, create new markets for secondary materials, reduce dependence on imports and generate employment in repair, reuse, refurbishment, re-manufacturing and recycling.

Instead of continually extracting resources, manufacturing products and paying to dispose of them, circular systems seek to retain the value already invested in products and materials for as long as possible.

The Social Dividend

The benefits can reach far beyond the balance sheet.

Circular economy initiatives can create local jobs, apprenticeships and skills, support social enterprises, make refurbished goods more affordable, strengthen community organisations and provide opportunities for people who can face barriers to conventional employment.  This is especially true in the context of international development.

Better waste management also means cleaner, healthier and more attractive communities in which businesses, residents and public organisations can thrive.

And the Environmental Benefits Follow

Using resources more intelligently means less waste, reduced demand for virgin materials, lower emissions, less pollution and reduced pressure on ecosystems.

Environmental improvement does not have to come at the expense of economic prosperity. Done well, circular economy practice can support both.

From Waste Cost to Resource Value

The question for organisations should no longer simply be:

“How do we dispose of our waste?”

It should be:

“Why are we creating this waste, what is it costing us, and how much value could we recover by doing things differently?”

That is where good waste and circular economy strategy starts.

Let’s Find the Value in Your Waste

Whether you are a business, government, municipality, community organisation or international agency, there are opportunities to reduce waste, improve livelihoods, lower costs, recover resources and create wider economic and social value.

Simon Penney Waste Consulting can help you identify those opportunities and turn them into practical action.

From waste and circular economy reviews and strategy development to policy, EPR, training, mentoring and implementation support, the objective is simple:

Reduce waste. Reduce cost. Recover value. Build resilience. Add Dignity

Specialist Expertise

My work brings together several areas that are often considered separately:

  • Waste strategy and implementation planning
  • Waste policy, regulation and governance
  • Extended Producer Responsibility
  • Circular-economy development
  • Waste Management and Climate Change
  • Waste Management and the Blue Economy
  • Islands and remote-community waste systems
  • International development and emerging economies
  • Programme and project design
  • Hazardous waste and asbestos management
  • Stakeholder engagement and institutional development
  • Education, training and professional capacity building
  • Independent review and expert advice

Islands and Remote Regions

Waste management in islands, northern territories and remote communities presents distinctive challenges.

Small populations, distance from markets, high transport costs, limited infrastructure, difficult operating conditions and restricted technical capacity mean that standard solutions may not be suitable.

I help clients examine the complete system and develop approaches that are proportionate, resilient, affordable and appropriate to local conditions. This can include strategy, regulation, infrastructure options, service design, governance, capacity building and implementation planning.

International Development

Effective waste management is essential to public health, environmental protection, climate resilience and sustainable economic development.

As Founder of WasteAid, established with Co-Founder Rachel Wildblood, I have helped connect practical waste-management expertise with the needs of communities and organisations in emerging economies.

I continue to support international programmes through strategic advice, project development, training, partnership building and institutional capacity development. My approach recognises the importance of local knowledge, social inclusion and solutions that can be sustained beyond initial funding.
